Mary Filardo, Executive Director, 21st Century School Fund and Coordinator, National Council on School Facilities
Mary Filardo is a leading national authority and advocate for improving the equity, efficiency and quality of public school facilities. As a parent of three children in the District of Columbia Schools in the 1980s and 1990s her work started at the Oyster Bi-lingual Elementary School which produced the first new DC public school in a generation. She went on to found the 21st Century School Fund in 1994 to improve the policies and practice for facility planning, design, construction, management and financing for the District of Columbia public schools.
Out of the 21st Century School Fund Mary has started organizations to work nationally on the same issues the District of Columbia faced. Building Educational Success Together (BEST) collaborative, the National Council on School Facilities (NCSF), and [Re]Build America’s School Infrastructure Coalition (BASIC) are all organizations that have are initiatives based in advocating for federal funding to ensure there is greater equity in the access children have to modern public school facilities across the country.
She has written extensively on public school facility issues and equity, as well as developed software to support community engagement in long-range facilities master planning. She received a BA in philosophy and mathematics from St. John's College, is a 1979 Truman Scholar from the District of Columbia, and completed a MA in Public Policy and Public Finance at the University of Maryland.
Seth Robertson, Vice President - Department Head of Funding and Asset Management, WithersRavenel
Seth Robertson, PE, is a certified Asset Manager and Professional Engineer with more than 20 years of progressive engineering and management experience. Mr. Robertson’s background is leadership and engineering focused, with experience in process design, project and program management, environmental permitting, and remediation design. He has worked with municipal water and wastewater facilities, including treatment plants, and he brings a wealth of experience in asset management and state and federal funding program administration.
His experience includes more than 10 years with the N.C. Division of Water Infrastructure, the last four years leading the SRF section. He was responsible for managing more than $2 billion in water and wastewater funding, including all aspects of project review to meet requirements. He has worked with municipalities on numerous Special Orders of Consent (SOC) and Administrative Orders (AO), maintaining strong relationships with NCDEQ staff. He also has experience in project and program management, environmental permitting, state and federal funding program administration, asset management, and client services. Mr. Robertson focuses on helping clients solve complex financial, funding, strategic, managerial, technological and policy-related problems.
Steve Roth, SVP Education Enterprise Sales, Dude Solutions
Steve Roth has been with Dude Solutions for 5 years and has served in various roles in sales, marketing and operations. He currently leads the Enterprise Public K-12 Education team. Steve has been involved with the 21st Century School Fund for several years, including participating this past December in lobbying efforts to convince lawmakers to consider much needed funding for Rebuilding America’s Schools.
